Whatcom Long-Term Recovery Group Seeks Section 3 Contractors for HUD-Funded Flood Recovery Work
The Whatcom Long-Term Recovery Group (WLTRG) is seeking qualified Section 3 contractors and subcontractors to perform home elevation, reconstruction, and rehabilitation work for homes affected by the 2021 flooding in Whatcom County.
This work is funded through a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) program and is subject to Section 3 requirements under 24 CFR Part 75, which prioritize employment and contracting opportunities for low- and very-low-income individuals and businesses located in the project area.
WLTRG encourages participation from Section 3 Business Concerns, including construction firms and trade contractors such as general contractors, home elevation specialists, carpentry, plumbing, electrical, HVAC, roofing, and related services. Businesses may qualify as a Section 3 contractor if they are at least 51% owned and controlled by low- or very-low-income individuals, owned and controlled by current public housing or Section 8 residents, or if at least 75% of their labor hours over the past three-months were performed by Section 3 workers.
Interested contractors are invited to submit a Section 3 Business Concern Self-Certification Form, along with standard business qualifications, licenses, bonding, and insurance information. Participation does not guarantee contract award; all work will be awarded based on compliance with Section 3 requirements, qualifications, pricing, and capacity to perform.
